Background

Construction costs in India are increasing at around 50 per cent over the average inflation levels. With inflation rates getting into double digits of around 10 per cent, the construction costs have registered increase of up to 15 per cent during last decade, primarily due to cost of basic building materials such as steel, cement, bricks, timber and other inputs as well as cost of labour. As a result, construction cost of this order is beyond the affordability of the economically weak and low-income groups of population as well as a large cross section of the middle - income groups.

Therefore, there is a need to adopt cost-effective construction methods either by upgradation of traditional technologies using local resources or applying modern construction materials and techniques with efficient inputs leading to economic solutions.

About Us

Government of Karnataka felt the necessity to use and adopt Cost Effective Building Materials and Technologies developed by various R & D Institutions across the country. Government of India is implementing a centrally sponsored scheme of building centers movement in the country by establishing Nirmithi Kendras in all the Districts across the country under the National Network of Building centers programme.

Government of Karnataka initiated the building centers movement by starting 04 Building centers in the year 1988. The building center activity had not picked up the momentum till 1991, only 04 building centers were functioning in the state. Government of Karnataka felt the need of a state level apex body to initiate the building centre activities in Karnataka.

Government of Karnataka took a leading initiative in order to Promote, Monitor, Oversee and Guide the Nirmithi Kendra activities in the state and established an apex centre called “KARNATAKA RAJYA NIRMANA KENDRA [KARNIK]”. It was registered on 11.06.1991 under Societies act KSR act of 1960. In this regard G.O. has been issued Vide No. HUD 63 KHB 1991 BANGALORE, DATED 1ST JANUARY 93.

Objectives

  • To monitor, oversee, supervise and guide the Building Centre's (Nirmithi Kendras) activities in the State.
  • To promote Cost-effective, Environmental Friendly, Alternative Building Materials and Technologies through the network of Nirmithi Kendras in the field of Training.
  • Co-ordination, Monitor & Regulating the activities of the Nirmithi Kendras set up in the districts and associated / affiliated agencies.
  • Providing guidance to Government on emerging housing concepts and policy options from time to time.
  • Developing replicable housing infrastructure models.
  • Enabling community to have access to cost effective building materials and technologies through Nirmithi Kendra’s and its affiliated self-help affinity groups of construction workers.
  • Networking with local level bodies involved in developing and promoting cost effective construction materials and technologies through sustainable approaches.
  • Promoting quality in the implementation of the programs through continuous improvement in the systems and service.

NIRMITHI KENDRAS

Nirmithi Kendra is primarily an organization to disseminate information on low cost building technologies and materials. The Nirmithi Kendras are established under the Chairmanship of Deputy Commissioner of district and Vice chairmanship of Chief Executive Officer, Zilla panchayat. The broad objectives of the Kendra are:

  • To serve as seminal agency to generate and propagate innovative ideas in housing.
  • A clearing house of information and data bank on housing which would bring the fruits of research from lab to land.
  • A production centre to prefabricated standard housing materials.
  • A training house to impart skills to local work men in inevitable housing techniques and create a cadre of trained workers in all the blocks in the districts.
  • A chain of retail out lets for low cost housing materials.
